• Focused on high-value improvements to drive comprehensive retrofits
• Leveraged competitive bidding to drive down prices
• Spurred investment in economically distressed communities.

During the five-year Multifamily HVAC Retrofit Program, tenants and utilities consistently yielded greater cost effectiveness because of gradual improvements in energy efficiency of installed equipment and competitiveness of bids.
