
To support California’s clean transportation goals, Frontier Energy contributed to a groundbreaking initiative that lays the foundation for a future of zero-emissions freight across Northern California.
In collaboration with DKS Associates, Black & Veatch, DIYSL, and Momentum, Frontier developed a strategic plan for the Sacramento Area Council of Governments (SACOG) and the Megaregion Working Group. The Northern California Megaregion Zero Emission Medium- and Heavy-Duty Vehicle Study outlines a comprehensive path toward transitioning medium- and heavy-duty vehicles to zero-emission technologies across a 15-county region.
A Human-Centered and Equitable Approach
Frontier Energy’s approach focused on real-world insights and community impact. Our team conducted 26 in-depth interviews with trucking companies, owner-operators, business groups, and station developers to ground the strategy in the realities of daily operations. In line with the Justice40 principles, we ensured that the voices of disadvantaged communities were represented, helping to guide equitable policy and investment decisions.
Strategic Site Evaluation and Deployment Planning
As part of the study, Frontier assessed 17 candidate sites for future ZEV fueling infrastructure. Using a clear set of criteria, our team helped identify six sites that have since received funding and station developer commitments. For the remaining sites, we developed detailed action plans outlining the next steps—including key partnerships, community engagement strategies, electrical upgrades, and roadway improvements. Each plan includes deployment timelines and measurable success indicators.
Driving Toward 2045
At the heart of the study is a long-term vision: achieve 100% zero-emission medium- and heavy-duty transportation by 2045. The strategy provides a data-driven, community-informed framework to reach this goal—through coordinated infrastructure investments, policy alignment, and public-private collaboration.
By creating a roadmap rooted in both technical expertise and stakeholder input, this effort supports cleaner air, healthier communities, and a more sustainable freight network throughout the Northern California Megaregion.
